Vanguard Consultancy Partners have over 60 Years of expertise within the Property, Construction and Development sectors.

Our General Manager started her career in the UK Local Authority and quickly developed an understanding of the building, maintenance and asset management aspects of large scale public buildings and developments. Donna continued to develop this skill within the United Kingdom until her International relocation in 2008 with a move to the United Arab Emirates. Regionally she was responsible for property and facilities management across a number of commercial and residential projects. Donna's career continued to diversify with a role within Intertek, a fortune 500 global testing and certification company working with the Middle East authorities. Vanguard Consultancy was created to deliver high level consultancy services by specialists in the field in a cost effective way.


Our Approach

The ethos which drives the business is simple - to deliver high end consultancy, specific to meet the client’s needs at a realistic price. 

Vanguards ability to limit/control overheads and to leverage our consultancy team over a number of projects allows us to offer competitive rates or fixed price contracts across the wide range of our services. This unique approach allows our Clients to benefit from professional expertise on a project by project basis without the retained employment costs of a wide range of experts.

Our focus is on 'out-turn' costs of a project, whether at the pre commencement, post contract or during construction our methodology and systems brings focus and certainty to the anticipated cost of a project. We pride ourselves on our ability to properly determine project costs at the outset of a project and to ensure that projects are delivered below this threshold.

Meet the Team

Donna Anne Newman

Managing Director

Donna has over 30 years’ experience internationally, 10 of those years within the Middle East delivering Senior Management roles within the Property, Facilities and Real Estate sectors, including Strata, Business Development, Sales & Customer Service Management, organisation of tendering, procurement, operational delivery, budgeting & business planning, staff recruitment and development.

Her wealth and variety of experience in addition to her interpersonal skills and ability to communicate effectively with all has allowed her to build many strong and mutually respected relationships throughout the UAE.

Paul Scott Newman

Commercial Director

Paul started his career at Balfour Beatty back in 1989 as a Trainee Quantity Surveyor and quickly progressed through the ranks ultimately leaving that organisation some 10 years later as a Senior QS. A number or regional pit-stops thereafter resulted in a position with Laing O'Rourke as Commercial Leader, developing the PPP/PFI capital projects division in Scotland. 2008 saw a move to Dubai with Habtoor Leighton Group as regional Commercial Manager. With over 14 years of international expertise Paul have managed a number of commercial and contractual matters on large scale UAE projects including Aviation, Retail & Commercial, Residential, Industrial. Paul has also managed and led large scale Arbitrations, claims and disputes within the UAE (Contentious value over 10 Billion AED)  as well as undertaking the role of Chief Commercial Officer at one of the Middle East's largest MEP Contractors.
